Shield International provides structured financing to Chinese, USA and other international companies. Whether the end objective is to fund infrastructure growth, purchase of raw materials for large purchase orders, or to extend credit terms, we can set up the appropriate funding structure. Our funding can range from a factoring or purchase order finance transactions to an individually structured three to five year large scale revolving loans facility of between US$5 -100 million.

Where we started
In 1997, Shield International made history by negotiating the first re-insurance treaty issued to cover risk in Israel underwritten by a non-Israeli bank. Accessing its impressive network of financial allies, Shield created a new genre of products that have now become a vital part of Israel’s financial economy.
The basis for this solution was an efficiently orchestrated coalescence of the Israeli company’s market visibility and access to the fiscal flexibility of several established U.S. and European institutions. This corporate alliance was one more milestone for Shield’s founder, Rudy Lowy, who has since continued to expand the possibilities of reinsurance.
The foundation for Shield’s groundbreaking achievement was laid when Lowy convinced a team of five international re-insurers to explore opportunities in Israel’s burgeoning business climate. Once they examined the possibilities presented by 40,500 housing starts every year combined with energetic commercial activity in the area, Shield shaped an alliance with major banks and Israel’s largest insurer, Clal. The alliance was uniquely positioned to achieve immediate market penetration.
Rudolph J. Lowy - CEO
Mr. Lowy was the founder of Developers Insurance Company in California, the first insurance company in the US devoted to insuring contract and infrastructure completion risk. He negotiated the first reinsurance treaties in he US covering real estate developers business, and was a key principal of Indemnity Company of California which specialized in writing insurance for entities seeking licenses or permits.
Mr. Lowy, working with Clal Insurance Company in Tel Aviv, introduced insurance policies to handle credit risk, completion risk, timing risk in Israel. He developed the policies, the underwriting process and placed the reinsurance with major international reinsurance markets in Europe and the US. He also negotiated a joint venture between a large title insurer in the US and the leading writing of professional malpractice insurance for members of the Israeli bar association to write title insurance in Israel.
In Asia Mr Lowy structured a financing to handle the trade cycle for a Chinese manufacturer selling to other Chinese clients funded by a European fund in what may be the first such transaction to have ever closed in China.
As principal of Atlas Capital Corp., a California mortgage banking company, Lowy pooled home loans into MBS, which were then sold to major Wall Street brokers. Atlas originated and serviced loans both for itself and as a contract servicer to U.S. government agencies and tax exempt political subdivisions. He continues to have key relationship with major international insurance and reinsurance entities in the U.S. and Europe who are continually looking at opportunities to deploy capital.
Mr. Lowy holds both an MBA and a Bachelor of Science degree in Engineering from University of California at Los Angeles (UCLA).
